In his new role, Bhowmik will spearhead the company’s strategic initiatives, oversee construction operations, and support the growth of LCS’s Self-Perform Group, which includes in-house specialty trades such as plumbing, electrical, carpentry, cleanroom services, and laboratory turnkey services.
With over 21 years of experience in constructing complex manufacturing and technical facilities, Bhowmik brings a wealth of expertise to the LCS team. His extensive portfolio spans projects in the industrial, healthcare, entertainment, studio, aerospace, higher education, and retail sectors. Known for delivering the highest level of partnership, sophistication, and technology to clients, Bhowmik will focus on enhancing LCS’s general contracting services, expanding into new industries, and mentoring teams to manage larger and more complex projects effectively.
A Proven Leader in Construction Innovation
Prior to joining LCS Constructors, Picasso Bhowmik served as Vice President and Board Member at PNG Builders, where he led the successful completion of numerous high-profile projects, including the AES Alamitos 100MW Battery Energy Storage Building, which earned the 2021 Engineering News Record (ENR) Project of the Year and the 2021 Edison Award for Most Innovative Project.
Before his tenure at PNG Builders, Bhowmik was a Director and Principal at Oltmans Construction Co. from 2006 to 2017. During his 11 years with Oltmans, he was promoted in 2012 to lead the Oltmans Strategic Markets Group, where he played a pivotal role in diversifying the company’s portfolio from industrial contracting into new markets. He identified emerging opportunities, developed strategies to pursue key clients, and acted as Project Executive, successfully expanding Oltmans’ reach and impact.

A Distinguished Career and Educational Background
Picasso Bhowmik holds a master's degree in civil and environmental engineering from the University of California, Berkeley, and a bachelor's degree in architecture from the University of Madras, India. He is a LEED Accredited Professional and has completed graduate studies in Construction Management at the University of Houston, Texas.
