
American Global is proud to announce that Matthew E. Cline, Esq. is the newest member of their Infrastructure team. Matt, who will be based in Atlanta, is a seasoned attorney with more than two decades of experience with public sector construction. He will leverage his legal expertise to help lead the project risk analysis operation at American Global, with a focus on risk allocation and insurance provisions in alternative project delivery (APD) projects and public-private partnerships (P3s). Matt will further support American Global’s growing infrastructure practice by assisting with client negotiations and crafting risk mitigation advisory solutions. With his unique public sector perspective, he will also serve as a bridge between project stakeholders, providing clarity on terms and conditions and ensuring that all parties have a complete understanding of their project risks and responsibilities. Matt will be working alongside a key member of the team, fellow attorney and Senior Vice President Caryn Maxfield, as well as with Giovanni Bach who recently joined the infrastructure group as an Engineering Risk Manager.

Having spent 20 years with Georgia’s Dept. of Transportation (GDOT) in leadership roles, Matt gained tremendous experience and deep knowledge of construction procurements, ADP Projects and the myriad related agreements, as well as in managing all other aspects of GDOT’s operations including construction completion, contracting, claims, risk management, compliance, and more. Prior to his 15-year role as GDOT’s General Counsel and Division Director of Administration, Matt also held GDOT positions as Deputy General Counsel and Transportation Engineering Administrator. Previously, he served for five years as Assistant Attorney General with the Georgia State Law Department, where he represented a variety of state agencies and authorities, as well as serving as a member of the Commercial Transactions and Litigation Division: Real Property, Construction, Authorities and Transportation Section.

Matt received a Bachelor of Arts degree in Political Science from Boston College and earned his Juris Doctor with a specialization in Maritime Law from Tulane Law School.
