Capitalizing on the ability to build in its own backyard, New York City-based Turner Construction won a $236 million General Services Administration contract to modernize the Silvio J. Mollo Federal Building in Manhattan.
GSA’s Northeast and Caribbean Region announced last month that Turner will serve as construction manager as contractor on the project to provide construction expertise during the design phase via a guaranteed maximum price agreement.
Constructed in 1974 and located in the Civic Center District of Manhattan just east of City Hall, the 10-story Silvio J. Mollo Federal Building houses the offices of the U.S. Attorney's Office for the Southern District of New York. Named after a Bronx-born prosecutor who was a first assistant district attorney and tried federal cases for more than 30 years, the building is also home to the U.S. Marshals Service.
According to GSA, the modernization project will include:
- LEED Platinum certification.
- Net-zero carbon certification from the International Living Future Institute.
- Conversion to a fully electric-powered building.
- Rooftop solar panels.
- A dedicated outdoor air system to improve indoor air quality by removing contaminants from outdoor air while addressing building humidity levels.
- A high-performance facade to provide maximum natural light to building tenants and improve building temperature control.
- A water reuse system for the cooling tower.
Turner was selected via GSA’s Design Excellence Program, which is aimed at securing top-quality design talent for federal clients needing new or updated workspaces. The program includes a streamlined, two-step architect and engineer selection process and taps private-sector peers to provide feedback.
Design is scheduled for completion by January 2024.
