- In a recommendation it is required to give the federal Department of Energy, the General Services Administration says that either the Green Globes standard or the LEED system can accomplish government goals.
- Rules that DOE is supposed to publish for efficiency in federal buildings should require agencies to pick one system or the other for a project and then to get either two globes or a silver rating, respectively.
- The Defense Department which has the most buildings, already chose LEED, however, and GSA itself uses LEED.

GSA sent its recommendation on Friday. The way it's supposed to work is that Energy begins a rule-making procedure based on GSA's choices. It never happened when GSA selected LEED alone in 2006, though, and it's unclear if anything different will happen this time. Meanwhile, LEED is entrenched in the federal process.
