NAVFAC tapped seven contractors to compete for $2.5 billion in design-build and design-bid-build construction projects primarily located in Guam and other areas in the NAVFAC Pacific area, according to the Department of Defense.
The contractors selected for the indefinite-delivery/indefinite-quantity contracts are:
- Black Construction-Tutor Perini.
- Core Tech-HDCC-Kajima.
- Gilbane.
- Granite-Obayashi.
- Hensel Phelps Construction Co.
- Nan Inc.
- RQ Construction.
Contractors made this shortlist by submitting proposals via the Sam.gov website, according to DOD. Nine proposals were received.
At the same time, NAVFAC awarded the first, $126.13 million task order of the overall contract to a joint venture of Granite-Obayashi. That project includes an auto shop, an electrical and communications building, a vehicle wash facility, vehicle laydown areas, roadway construction, ancillary mechanical enclosures and incidental work in Finegayan, Guam for Ground Combat Element Infantry Battalions 1 and 2, according to the release. The work is expected to be completed by December 2025.
All work on the overall $2.5 billion contract will be performed primarily within the NAVFAC Pacific area of operations. About 80% of the work is in Guam, with 10% of the work located in the Commonwealth of the Northern Mariana Islands. Hawaii and the Pacific and Indian Oceans are the sites for the remaining 10%, according to the release.
DOD expects all work under the 60-month contract to conclude by March 2028.
